Rutgers SEBS accepts transfer students, including second bachelor's students, wishing to major in Meteorology. Depending on your past coursework, expect that it will take 2–4 years to complete our program.
Note that having an Associate's Degree does not guarantee that you will graduate in two years. Here is the general guideline:

Calc 2 and Physics 2 | Two years |
Pre-Calc or Calc 1 or less than two semesters of Physics | Three years |
Algebra or less | Four years |
The above guidelines apply even though as a transfer student you will need to "catch up" on a few 100/200-level meteorology courses typically taken by first- and second-year students.
